We invite you to comment on the draft industrial wastewater permit for CHS Inc.’s facility (CHS Hallock) in Kennedy.

The Permittee operates a canola oilseed extraction manufacturing plant, which processes an average of 1,500 short tons/day canola seeds.

Wastewater streams authorized for discharge include reverse osmosis concentrate, boiler blowdown, and industrial process wastewater from extraction and refining. Discharge occurs at a maximum rate of 1.385 million gallons per day from the stabilization pond treatment system via SD 001 to Kittson County Ditch 8 which flows to the Red River of the North.

The draft permit also authorizes the discharge of industrial stormwater via SD 002, clean hydrostatic test water via SD 001 and SD 002 as well as fire system flushing water and water from the flushing of truck haul roads for dust control to the stormwater pond.

The draft industrial wastewater permit adds effluent monitoring for ammonia nitrogen, nitrite plus nitrate, total Kjeldahl nitrogen, and total nitrogen. The permit removes effluent limits for hardness and sodium due to removal of applicable water quality standards during rulemaking that took place in 2021.

Wastewater from industrial and commercial sources may contain pollutants at levels that could adversely affect the water quality in area wetlands, streams, rivers, and lakes. Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. All wastewater must be treated before it goes into surface water to protect human health and aquatic life. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits.
