We invite you to comment on the draft 401 Water Quality Certification for City of Duluth Norton Rd E Chester Creek Crossing in St. Louis County.
The City of Duluth proposes to replace washed out 48” metal culverts under Norton Road with a 12-foot wide by 6-foot-high box culvert that will be embedded 2 feet into the substrate of the stream. A small re-alignment of the upstream portion will be required to install an apron.
No additional road work will occur, and no mitigation is required for this project.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
