District Energy St Paul/St Paul Cogeneration L - Air Permit

We invite you to comment on the draft air quality permit for District Energy St. Paul.

District Energy St. Paul Inc-Hans O Nyman has seven boilers that produce hot water or steam for heating and electrical generation. The facility provides heating and cooling services to downtown St. Paul and adjacent areas. The facility also has several emission sources such as wood receiving, ash handling, and storage that qualify as insignificant sources.

The permit action is a Part 70 reissuance that incorporates a minor amendment to add a 2,785-brake horsepower natural gas emergency engine and a reopening to update an operating load limit on boiler 7.

An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
