Green Plains Otter Tail LLC in Fergus Falls produces fuel-grade ethanol and coproducts such as dried distillers grains with solubles (DDGS). The facility’s main processes are grain handling operations, fermenters, distillers, boilers, dryers, and ethanol storage and loadout.
The draft permit reissues the facility’s air quality permit and also authorizes increased ethanol production limits achieved through better biological inputs. This permit does not authorize any construction of new equipment. The draft air permit increases allowable emissions of volatile organic compounds from the fermentation and distillation processes. The draft air permit also requires additional monitoring for emission leaks from the fermentation and beer well tanks and additional performance testing after certain changes are made at the facility.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
