Hubbard County South Facility- Solid Waste Permit

We invite you to comment on the draft solid waste permit for Hubbard County South Facility in Hubbard County.

Hubbard County is seeking a permit modification for its southern solid waste facility in Park Rapids. The facility is a solid waste management site that includes a demo landfill, MSW transfer, and other recycling activities.

The draft permit modification approves changes to recycling, storage, and beneficial use operations including the shredding or grinding of some waste types prior to beneficial use. This modification also updates the groundwater monitoring to include PFAS monitoring.

All active landfills, transfer stations, composting, and recycling facilities in Minnesota are required to have a solid waste permit. A solid waste permit is issued for a period of ten years. If conditions change and modifications to the permit are necessary, the MPCA may review and amend the permit.
