Lyon County has applied for a permit reissuance to the solid waste permit SW-23 for the Lyon County Sanitary Landfill facility located in Lynd, Minnesota. The facility is a mixed municipal solid waste (MSW) land disposal facility with a closed, unlined (MSW) land disposal area with a capacity of 1,068,300 cubic yards, and an open, lined MSW disposal area with a capacity of 4,760,305 cubic yards. The facility has a construction and demolition waste transfer station with a capacity of 1,000 cubic yards. The facility also accepts appliances, electronics, comingled recyclables, cardboard, and tires for storage prior to transfer for recycling. This permit reissuance will authorize an additional permitted capacity for lined MSW cells of 1,712,631 cubic yards for a total permitted capacity of 5,828,605 cubic yards. This permit issuance updates groundwater monitoring at the facility including the addition of routine Per- and polyfluoroalkyl substances (PFAS) sampling, the addition of analytes now standard for all municipal solid waste landfills permitted under the MPCA Solid Waste Permitting program, adjusted frequencies for both monitored aquifers, and updated monitoring requirements for the Inward Gradient System (IGS).
The draft permit allows construction of the facility to begin before the MPCA issues the permit.
All active landfills, solid waste, and recycling facilities in Minnesota are required to have a solid waste permit. A solid waste permit is good for 10 years. If conditions change and modifications to the permit are necessary, the MPCA may review and amend the permit.
