We invite comments from the public on the draft 401 Water Quality Certification for Kingsbury Creek Project in Saint Louis County
The South Saint Louis County SWCD proposes to change the flow pathway of a portion of Kingsbury Creek in Proctor. This project will realign 2,000 linear feet of the stream and includes riffles, wood-based bank reinforcement, and a culvert as well as a sump for stormwater treatment.
No mitigation is proposed for this project.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
