Crow Wing County MMSW Landfill Permit Reissuance

Crow Wing County submitted a solid waste permit reissuance application for the Crow Wing MMSW Landfill located at 15732 State Hwy 210 in Brainerd. The facility is designed to dispose of up to 3,837,000 cubic yards (cy) of mixed municipal solid waste. The facility also composts yard waste, recirculates and land applies leachate, and stores recyclables, glass prior to beneficial use, brush and wood waste prior to burning, and waste tires.

The draft solid waste permit incorporates the construction of the remaining portion of Cell 5, Cell 6, and Cell 7. These cells provide an additional 1,377,251 cy on 11.4 acres, increasing the design and permitted capacity to 3,837,000 cy. Other updates in the application include discontinuing leachate addition to the yard waste compost, the location of yard waste compost outside of the landfill footprint, and an increase in total site property to 590.5 acres. This draft permit updates the groundwater monitoring groups and limits tables, requirements for land application of leachate, and other specific permit conditions from the previous permit.

All active landfills, solid waste, and recycling facilities in Minnesota are required to have a solid waste permit. A solid waste permit is good for 10 years. If conditions change and modifications to the permit are necessary, the MPCA may review and amend the permit.
