We invite you to comment on the draft 401 Water Quality Certification for the Elm Creek Valley Streambank Restoration project in Hennepin County.
The city of Maple Grove is proposing to repair eroded stream banks along 1,635 linear feet of Elm Creek. Restoration efforts will include a combination of stream bank grading, installing rip rap, and installing rip rap anchored toe wood. Restored areas will be re-seeded or have live stakes of native vegetation planted. Approximately 0.13 acres of wetland near the stream will be temporarily impacted to re-connect Elm Creek to its floodplain and enhance wetland habitat.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
