Enviro-Chem - Air Permit

We invite you to comment on the draft air quality permit for Enviro-Chem in Rogers.

Enviro-Chem in Rogers is a metals recovery facility. The facility’s main processes are five incinerators that burn film to recover silver and three furnaces for melting down miscellaneous metal scraps to recover the precious metals. The incinerators emit products of combustion and particulate matter.

The draft permit reissues the facility’s air quality permit and also authorizes the change from an expiring state permit to a non-expiring state permit. The draft air permit limits emissions of particulate matter and carbon monoxide. The emission limits are monitored through performance testing and recordkeeping.

An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
