We invite you to comment on the draft 401 Water Quality Certification for Lake Superior Zoo Kingsbury Bridge project in St. Louis County.
The city of Duluth is proposing to restore a pedestrian bridge at the Lake Superior Zoo. Flood events in 2023 and 2024 damaged the pedestrian bridge that crosses Kingsbury Creek. 15.5 linear feet of the upstream left bank wingwall will be repaired, with 16.5 linear feet of rip rap added upstream of the wingwall to repair erosion and prevent future damages to the wingwall.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
