We invite you to comment on the draft 401 Water Quality Certification for the Lynch Creek Restoration project in Fillmore County.

The proposed project is to permanently impact 2600 linear feet of Lynch Creek, a tributary to the Root River, for habitat improvement and bank stabilization. The work includes bank shaping, stabilizing, narrowing, grading and the construction of riffles and pools at various intervals with 0.18 acre of temporary impacts to wetlands for construction access and vegetation removal. There is no mitigation proposed for this project.

A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
