We invite you to comment on the draft air quality permit for Western Lake Superior Sanitary District Wastewater Treatment Plant (WLSSD WWTP).
WLSSD WWTP in Duluth, St. Louis County processes residential and industrial wastewater. The facility’s main emission sources are boilers and engines.
The draft permit reissues the facility’s air quality permit and does not authorize any construction or new emissions. The draft air permit limits emissions of carbon monoxide (CO), volatile organic compounds (VOCs), nitrogen oxides (NOx), sulfur dioxide, and particulate matter (PM). The draft air permit requires performance testing for CO, VOCs, and NOx and monitoring and recordkeeping for sulfur dioxide and PM.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all operating requirements, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional facility modifications are proposed, the MPCA may review and amend the permit.
